ted undetected.

After determined what village or villages should

bear the fine, the Magistrate should call on the Naval and Mili-

tary forces on the spot to assist him in enforcing it.

Sufficient troops must be quartered in certain

centres near the disaff ected districts to assist in the carrying

out of such punishment. If any particular locality is especially

turbulent, troops should be quartered in it at the expense of

the inhabitants.

The patrols on the River should have their Head

Quarters in the disturbed districts, which are not of very great

area, and the service should be organised so that every part

of these waters should be visited at least twice a day at certain

intervals. It is absolutely necessary that the present abuses

should be swept away.

The whole of this service should be under an

official of high rank, who should also have command of the

troops,

and who should be of sufficient standing to command

respect and obedience from all other officials.

The whole question of success or failure de-

pends upon the goodwill of the Chinese officials. The ordinary

law is quite sufficient to stop the whole thing if it is only
